Instructions are printed right on the fixture testers:
- Make sure power is off
- Screw tester into base lampholder and turn power on
- The tester checks the starting pulse voltage and the open circuit voltage (OCV) of the ballast
- Lamp 1 blinks–OK, Lamp 1 does not blink–check starter
- Lamp 2 lights–OK, Lamp 2 does not light–check ballast
